But I would like to add my two cents.
This watchdog idea seems very interesting and worthwhile. Might I
suggest another that may be a good, and IMO essential, compliment:

The CELDF group was an outgrowth of the POCLAD effort which produced the
amazing book called Defying Corporations, Defining Democracy, which I
think everyone should read.
My impression is that what CELDF has to offer in terms of local activism
would be a very useful addition to the above watchdog group. There are
some legal templates, plus lots of free resources at the website, plus a
for-purchase booklet "Be the Change" which is listed second on this
